The United Nations Human Settlements Programme (UN-Habitat) is mandated by the United Nations General Assembly to promote socially and environmentally sustainable human settlements development and the achievement of adequate shelter for all. For close to forty years, UN-Habitat has been working in human settlements throughout the world, focusing on building a brighter future for villages, towns, and cities of all sizes.

Because of these four decades of extensive experience, from the highest levels of policy to a range of specific technical issues, UN-Habitat has gained a unique and a universally acknowledged expertise in human settlements development. This has placed UN-Habitat in the best position to provide answers and achievable solutions to the current challenges faced by cities.

The Urban Practices Branch (UPB) is the tools and methodology production center of the UN-Habitat that develops normative guidance and cutting-edge tools through communities of urban practices and is the operational level responsible to undertake technical cooperation projects, such as the construction of water and sanitation facilities, shelter and other work.

The Planning, Finance & Economy Section (PFES) is responsible to support urban and territorial planning at all scales including through the development of planning policy, norms and guidelines, urban design and public space design, urban finance (municipal finance and urban development/projects finance), and local economic development.

UN-Habitat headquarters, regional and country offices, and several partners deploy a wide range of planning projects and tools in different countries to bring together diverse solutions to address the commitments within the Global Compact on Refugees, Global Compact for Migration, Agenda 2030 and the Sustainable Development Goals, which include exploring “Alternatives to Camps”, supporting the paradigm shift towards the integration of refugee and host communities in combined programming, and development of sustainable and long-term solutions as part of multi-actor and comprehensive responses to “Leave No One Behind”, ensuring the most vulnerable populations are promoted and protected.

Go Blue Kenya The Urban Lab, under the Planning Finance and Economy Section (PFES) of UN-Habitat, supports national and local governments in developing fit-for-purpose urban planning approaches and systems. In Kenya, UN-Habitat is currently supporting the implementation of Go Blue project, under the umbrella of Blue Economy.

Go Blue seeks to unlock the potential of sea-land opportunities in coastal urban centres for sustained, inclusive and sustainable economic growth with employment impact, while conserving and sustainably using the coastal and marine environment as well as promoting effective and integrated maritime governance. Part of this work entails working with coastal Kenya county governments to conduct integrated urban planning. Under Kenyan law, each county is required to formulate plans to

guide spatial and socio-economic development.

This makes the integrated planning framework envisioned under the Go Blue project as timely and critical. In relation to the above, the Urban Lab is supporting the formulation of a Local Physical Development Plan (LPDP) for Hola Municipality in Tana River County. The formulation of the LPDP will require spatial and imagery analysis, land use planning, land development guidelines, local action plans, sector development strategies and their implementation frameworks.

Reporting and Communication The consultant will work under the direct supervision of the Programme Management Officers of the Planning Finance and Economy Section, within the Planning for Humanitarian Development Practices programme. She/he will contribute to the implementation of Humanitarian and Development practice projects on EUTF Phase 3 and Go Blue Kenya.

Duties and Responsibilities

The consultant will undertake the following tasks

  • Update GIS baseline data of assigned projects through regular monitoring and assessments, gathered by partners;
  • Undertake satellite imagery analysis if areas are inaccessible during operations to re-take the city;
  • Prepare and draw GIS work needed for additional projects;
  • Prepare spatial analysis and thematic mapping of individual districts within GIS environment;
  • Share the projects spatial data and mappings with staff, when required;
  • Carry out any GIS relevant needs within the projects;
  • Carry out required data entry process and initiating the templates needed within the GIS environment; and
  • Produce a compiled report on the GIS data collected and analyzed.

    Qualifications/special skills

    Education Qualifications:

  • Bachelors Degree in Cartography, Geography, Geographic Information Systems (GIS) and/or related field of studies is required.

    Work Experience:

  • A minimum of four years professional experience in geographic information system integration including IPB (Intelligence Preparation of the Battlefield), geographic/terrain analysis, image processing, mapping, GPS, geospatial related information technology, ArcGIS (ArcInfo, ArcEditor, ArcView and its extensions), ERDAS Imagine (preferred) is a required.
  • Knowledge of geographic information system design and development, geodatabase design and management, software programming languages and web technology is desirable.


  • English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required
