Background

The Global Land Tool Network (GLTN), established in 2006, comprises over 80 partners committed to addressing global land challenges. With a focus on poverty reduction and sustainable development, the 2018-2030 GLTN strategy aims to support governments in meeting SDGs commitments. By advocating for pro-poor and gender-responsive land tools, it emphasizes a continuum of land rights over formal titling.

The Network promotes global and regional coordination, strengthening key land actors and networks. Amidst climate change, pandemics, and social inequalities, GLTN prioritizes tenure security, particularly for women, aligning with SDGs 1, 2, 5, and 11, and the New Urban Agenda’s call for inclusive tenure solutions.

The Land, Housing and Shelter Section and Global Land Tool Network of UN-Habitat, located within the Global Solutions Division has the objectives to develop, test and disseminate pro-poor and gender responsive approaches in regard to land, innovative residential tenures, affordable land management/administration systems, and land related regulatory/legal frameworks and tools.

The Consultancy Position will be supporting several ongoing projects such as the land at scale project in Uganda, the Multisectoral Development and Urban Resilience Project of Kinshasa, while supporting the agency in work related to Land-Based Finance, Land and Youth, and other land related country projects of UN-Habitat such as in Comoros and others. The consultant will also provide support in the normative work of UN-Habitat such as working on the Land, Housing and Shelter Finance practice area and working on GLTN normative work.

Responsibilities of the Consultant

Under the direct supervision of the Programme Management Officer in the Land, Housing and Shelter Section, the consultant will carry out the following tasks:

  • Organize a minimum of three events, including logistics/scheduling/pre-event materials, participant coordination, and reporting.
  • Develop a publication, its review, final edits, and lay out.
  • Develop a detailed plan for phase 4 activities, including timelines, deliverables, and resource allocation.
  • Coordinate with relevant stakeholders to implement youth-focused initiatives within GLTN’s mandate.
  • Conduct a comprehensive review of existing strategies and frameworks related to youth involvement in land governance.
  • Draft a youth strategy document outlining objectives, action plans, and performance indicators.
  • Research existing curricula development methodologies and best practices.
  • Design a user-friendly tool tailored to the needs of GLTN’s youth portfolio.
  • Assist in project planning, reviewing documents, and risk assessment.
  • Prepare project reports, including progress updates.
  • Work with the FAO project team to identify technical assistance needs and offer expertise in land-based financing mechanisms and strategies.
  • Offer technical expertise in land governance and tenure security. o Prepare project reports, including progress updates and lessons learned.
  • Provide technical guidance and assistance in developing concept notes and technical proposals for a potential project on land governance in Comoros.
  • Organizing, facilitating, and developing technical materials for the stakeholder validation workshop.
  • Provide technical expertise and support as needed throughout the project duration.

    Qualifications/special skills

  • A minimum of a bachelor’s degree in public finance, Municipal Finance, International Development, Public Administration, Political Science, or related fields is required.
  • Minimum of 2 years of work experience in Land Administration, Tenure Security, and Land Housing and Shelter Finance is required.
  • Previous work experience in developing and fragile country context in the space of land administration and local revenue generation is desirable.
  • Previous working experience in international development agencies or the United Nations or at national/ local government is desirable.

    Languages

  • For this consultancy, fluency in oral and written English and French is required.
